Importing Printed books, newspapers, pictures and other products of the printing industry; manuscripts, typescripts and plans from United States into Australia (2026)

Chapter 49 printed materials from the USA are eligible for a 0% preferential tariff rate under AUSFTA using a self-certified origin declaration or importer knowledge of origin, but importers must retain supporting evidence of US origin for 5 years and present it to ABF on request. The most critical compliance obligation for this combination is ensuring any books bundled with non-print items such as USB drives are correctly split for GST purposes, as mixed-supply misclassification from US educational and gift publishers is a known ABF audit trigger.

Compliance requirements

  • Retain US origin evidence for 5 years; a formal certificate is not required but proof must be available on ABF request.
  • Declare bundled non-book components separately on the import entry to avoid GST misclassification audit risk.
  • Inspect US-origin books with leather, wooden, or pressed botanical elements for DAFF biosecurity requirements before customs release.
  • Printed materials containing biological material (e.g. pressed flora, leather covers, wooden elements) require DAFF biosecurity inspection and may need treatment or permits under the Biosecurity Act 2015
  • Books and periodicals are generally GST-free under Australian tax law, but mixed supplies (e.g. books bundled with USB drives or toys) may attract GST on the non-book component — misclassification is a common audit trigger
  • Printed materials depicting minors in a sexualised context are prohibited imports under the Customs (Prohibited Imports) Regulations 1956; ABF actively screens such goods and penalties include criminal prosecution
  • Security printed items such as stamps, banknotes or certificates may require prior approval from the Reserve Bank of Australia or Australia Post and can be detained by ABF without proper authorisation documentation
  • Imported printed books are subject to the Parallel Import provisions under the Copyright Act 1968 — importers must ensure they are not breaching copyright owner exclusive distribution rights, particularly for titles with Australian territorial licences
  • A self-certified origin declaration or importers knowledge of origin is accepted under AUSFTA to claim preferential tariff rates - no formal certificate of origin is mandated but evidence must be retained for 5 years and available on ABF request
  • Anti-dumping and countervailing duty measures administered by the Anti-Dumping Commission apply to certain US-origin goods including some steel pipe and hollow sections - importers must check the current measures register before lodging entries
  • Biosecurity Act 2015 imposes strict requirements on US agricultural goods, timber, machinery with soil or organic material, and animal products - BICON conditions must be checked and permits obtained prior to import, with on-arrival inspection likely for risk goods
  • Electrical and electronic goods must comply with the Electrical Equipment Safety System (EESS) and ACMA RCM marking requirements - US products designed to 110V/60Hz standards may require voltage conversion compliance evidence before sale in Australia

Key documents required

  • commercial invoice specifying title, author, ISBN or publication details, quantity and unit value
  • bill of lading or airway bill
  • packing list
  • publisher's or supplier's declaration of content (especially for mixed or potentially restricted print materials)
  • DAFF biosecurity declaration where printed goods include organic or natural material components (leather, wood, seeds)

Import tip

Because most Chapter 49 tariff lines already carry a 0% MFN duty rate, the real compliance risk and cost for importers lies in GST classification of bundled products and copyright parallel import exposure — engage an IP lawyer before signing exclusive distribution deals for titles with existing Australian licensees.
