Vietnamese HS Chapter 16 preparations can attract a preferential duty rate of 0% under AANZFTA provided a valid Form AANZ Certificate of Origin or approved exporter Declaration of Origin is lodged with the import entry, however DAFF biosecurity conditions — including mandatory Import Permits and heat treatment verification for products containing pork or poultry — must be satisfied independently of FTA eligibility.

Apply for the DAFF Import Permit well before the shipment is produced — permits for meat-containing preparations can take 4–8 weeks to issue and cannot be backdated, so a vessel arriving without a valid permit will face mandatory re-export or destruction at the importer's cost.
